Saute ground meat with onion, garlic, and pepper until brown. Remove excess water. Add tomato sauce and paste. Add water to thin out sauce a bit. Add salt, red bell pepper, parsley, sugar, and ketchup. Let it simmer on low heat for about 10 minutes.
On a separate pan, fry sliced hotdogs. Add hotdogs to the sauce, then add parmesan cheese. The idea is to create a sauce that's semi-sweet (and not the usual Italian taste).
Use noodles you prefer, but cook it AL DENTE. Do not overcook. Overcooked pasta BLOWS.
